Cash and Markets (CM) Officer – Early Warning and Emergency Response (EWER).

Concern Worldwide is a non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty. In Sudan, Concern is working in West Darfur, South & West Kordofan states implementing programmes in Food Security and Livelihoods (FSL), Health and Nutrition, WASH sectors while also responding to emergencies that may arise.

Concern is looking for two full time qualified candidates to fill the position of Cash and Markets (CM) Officer – Early Warning and Emergency Response (EWER),based in Al-Abassiya, South Kordofan:- 

Job Purpose:

Concern has secured funding from the SHF to implement a 12 months project known as Food Security and Livelihoods Support for Vulnerable Population in Leri Locality, South Kordofan State. The overall objective of the project is to The overall objective of this project is to strengthen the resilience of 1,500 households (7,500 persons) to reduce negative coping strategies and improve food security through targeted cash transfer assistance, and support to vegetable production. Concern therefore, seeks to recruit a qualified and experienced Cash and Markets (CM) Officerto support the implementation of the activities.

Working under the technical supervision of FSL Coordinator, the Cash and Markets (CM) Officer will implement & lead market assessments and cash transfer to selected households. The position holders will work closely other sector officers in Nutrition and WASH for effective delivery of the programme

Duties and responsibilities:

Programme Implementation:

  • Contribute to the design and roll out of market assessments that will be critical in cash programming;
  • Together with MEAL Officers, take part in the analysis, interpretation and reporting on the findings of market assessments;
  • Contribute to the preparation of Detailed Implementation Plans (DIP) for the project activities using Concern ‘s DIP package;
  • Liaise with local leaders in Leri Locality to ensure that all stakeholders are involved in the project;
  • Closely with the CRM colleagues to ensure that the target families for cash programming are objectively identified and selected;
  • Take part in the design and development of an appropriate system for cash transfer to the selected households;
  • In collaboration with MEAL colleagues, undertake studies to assess the impact of cash transfer.
  • Where necessary ensure the technical staff of the line Ministries fully participate in the implementation of activities;
  • Take part in data collection using the Digital Data Gathering (DDG) system and other tools as may be requested;
  • Submit reports to the FSL Coordinator using standard reporting formats as may be required;
  • Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into cash programming activities;
  • Follow up and track the implementation of national NGO partner’s activities and provide field support to the their staff, Community Based Extension Workers (CBEWs), and volunteers;
  • Hold frequent meetings with national NGO partner staff to ensure that the technical standards are followed in the implementation of FSL activities;
  • Visit the national NGO partner’s project locations, track the progress of the activities, flag-off challenges and provide solutions for moving forward to reach the objectives;

Capacity Building:

  • Provide technical support during capacity building trainings, workshops and other events as per the request (e.g. collecting information for presentation, data collection, presenting stories of success from the field);
  •  Train the community volunteers in areas identified for capacity building;

Representation:

  • Take partin technical missions conducted by stakeholders and UN agencies e.g. joint monitoring mission, evaluation exercise;
  • May represent Concern in coordination forums as delegated by the FSL Coordinator;

Others:

  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator.
  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.
Required profile for job ad : Cash & Markets (CM) Officer – Early Warning & Emergency Response
  • At least BSc in Business Agricultural Economics, Management/Commerce or related disciplines;
  • Minimum of 5 years’ experience in INGO setting in FSL projects with at least 3 years implementing cash and market based programmes;
  • Sound knowledge of different cash and market based approaches such as, Multi-Purpose Cash Assistance (MPCA), Voucher transfer, Cash for Work, Conditional and Unconditional cash transfers.
  • Experience in working in integrated programmes including, nutrition and food security;
  • Strong community facilitation skills, especially working with government authorities;
  • Experience in Early Warning and Emergency Response (EWER) interventions;
  • Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.);
  • Strong organizational and project implementation skills, and ability to deliver within tight deadlines;
  • Experience in working with partners and supporting their capacity development;
  • Excellent knowledge of spoken & written Arabic and English;

Desirable

  • Experience in using Digital Data Gathering tools;
  • Familiarity with some of the donor requirements (ECHO, Irish Aid, EU, OFDA, etc.);
  • Knowledge of different humanitarian standards, e.g. Cash Working Group (CWG) guidelines, Core Humanitarian Standards (CHS), and FSL sector strategies, MoA strategy
  • Knowledge of and experience in working in Kordofan.
  • Experience in working in partnerships.
